Abstract : Farmer support programmes play a significant role in advancing Rwanda’s agricultural development, although their effectiveness is often affected by operational uncertainties, and limited empirical evidence exists on how such practices shape programme outcomes in Rwanda. This study examined the effect of project risk management practices on the performance of farmer support programmes implemented by Urugaga Imbaraga in Musanze District. Specifically, the study assessed the influence of risk identification, risk assessment, risk response planning, and risk monitoring on programme performance. The study was guided by Systems Theory, Contingency Theory, and Stakeholder Theory and adopted a mixedmethods approach using descriptive and correlational research designs. From a target population of 614 stakeholders, a sample of 242 respondents was selected using stratified and simple random sampling.

Keywords : Project Risk Management, Risk Identification, Risk Assessment, Risk Response Planning, Risk Monitoring and Performance of Farmers' Support Programs.
