Abstract :
The study examined the effect of ElectronicsGovernance on fraud control in the Nigeria Public
service: An assessment of the Integrated Personnel and
Payroll Information System. The objective of the study
was to determine the extent the implementation of
Integrated personnel and payroll information system
program has impacted on payroll fraud in the Ministry,
ascertain the extent Integrated personnel and payroll
information system has enhanced the accurate payment
of salaries and remittance of payroll deduction of
employees to third parties; and the extent Integrated
personnel and payroll information system has enhanced
the management of Federal staff records. The objectives
were developed into hypothses. The study adopted the
fraud diamond theory; applied a descriptive survey
research design with structured questionnaire as the
instrument for data collection on population of 223. The
data collected were analyzed using table and
percentages, while the hypotheses were tested using the
chi-square statistical tool. The findings of the study
revealed amongst others that the implementation of
Integrated personnel and payroll information system
program has reasonably eliminated payroll fraud in the
Federal Ministry of Finance, Abuja also, the Integrated
personnel and payroll information system has to a great
extent enhanced the accurate payment of salaries and
remittance of payroll deduction of employees of the
Federal Ministry of Finance, Abuja to third parties. The
study recommended that the federal government should
continue to ensure strict implementation of the
integrated personnel and payroll information system
program in order to completely eliminate payroll fraud,
accurate payment of salaries and remittance of payroll
deductions of employees not just the Federal Ministry of
Finance, Abuja but in all the MDAs in the country.
