Abstract : Pollution due to domestic wastewater continues to increase so that the health problems of the city's people are disturbed. In addition, the infrastructure that has been built by the government cannot function optimally. Because it has never been noticed because there is no monitoring from the government, in addition to the presence of garbage or accumulation of soil so that the water channels are not smooth. There is no landscape engineering to direct rainwater so that it can flow to a safe place and also no permit for simple water treatment during house construction. So that domestic wastewater pollution continues to increase. The implementation of policy analysis used by researchers is the theory put forward by Brian W. Hogwood and Lewis A. Gunn. The purpose of this study is to determine the stages of implementation of policy analysis, Wastewater management in the city of Gorontalo. The method used by researchers is qualitative, the novelty obtained by researchers is the method.
