Abstract : Drinking water is an essential need that must be met sustainably to support domestic activities, health, and the continuity of community life. The performance of a Drinking Water Supply System (SPAM) is evaluated not only through technical aspects, such as production and distribution capacities, but also through its service effectiveness in meeting community needs. This study aims to analyze the operational performance of the Pombewe SPAM in terms of production, distribution, and service continuity to the residents of the Pombewe Permanent Housing (Huntap); assess its service effectiveness based on the quality, quantity, and reliability of water supply; and identify hindering factors to formulate improvement recommendations for enhancing its performance and effectiveness. This research employs a descriptive quantitative approach supported by qualitative analysis. This method was selected to obtain a comprehensive overview of the performance and service effectiveness of the Pombewe SPAM in meeting the clean water needs of the Pombewe Huntap community. The results indicate that the SPAM performance score reached 2.87, placing it in the "Healthy" category as it exceeds the national critical threshold (> 2.8). This demonstrates robust and independent management, free from the risk of severe operational dysfunction. The service is rated highly effective in terms of quality (meeting Ministry of Health standards, exhibiting stable pH, and remaining safe from pathogens) and quantity (the raw water discharge of 24.21 liters/second significantly covers the 2026 projected demand of 11.99 liters/second). However, the service remains less effective regarding continuity due to 1,674 damaged points, including the absence of water meters at 1,516 consumer locations, alongside dozens of pipe leaks and broken valves that disrupt the stability of the water flow.
