Abstract :
Strategic decision-making systems in higher education and business administration are shifting dramatically from
intuitive experience to data-driven intelligence. However, commercial AI/LLM systems often encounter two serious pitfalls:
Over-deduction bias and the metacognition gap. This study proposes a Cognitive AI Agent Framework based on five
cognitive domains (Learning, Metacognition, Attention, Executive Function, Social Cognition).
